Add zero dollar payments on manual insurance payments
When working in Manual Insurance Payments, allow me to apply zero-dollar payments.

Agreed, we regularly get $0 payments (for example, if the full amount goes toward the deductible) an we still need to register the adjustment. For that matter we also receive negative "payments" when a claim is reprocessed or reversed, and it would be a huge help to be able to enter that with the rest of the payment. These functionalities work in the regular ERA processing workflow so I hope they can be added here as well.

Allow the deductible lines in a bulk payment to be included when doing a manual insurance payment.
