   The current supervision system is not all that functional.

   A supervisee should complete a note, sign it and submit it for approval.
   Then the supervisor gets a notification.
   Then the supervisor can reject the note or accept it as is.
   If rejected, send it back to supervisee and repeat above.
   If accepted the supervisor can sign off and the note is locked.
