Send reauthorization reminders to billers
Allow billers to receive reauthorization reminders without having to assign them to each client.

Currently the recertification notice is only sent to the therapist that does not help the office manage this process if the therapist forgets or overlooks this document. The office/biller needs this email. Additionally we need a report that we can pull to make sure we are on top of these.
