Allow amending of secondary Client ID numbers for clients who have multiple cases.

If you have a section for different client ID numbers for clients with more than one case, why does that client ID number not go with the billing instead of the main case ID number being attached to the invoice? It would be helpful for us to have the correct ID number listed on the RAs we receive back from insurance instead of having the main case number listed.
