    Reiterating the importance of comments below. Clinicians should be able to view client payment and billing information.

    Fix billing/admin permissions to provide clinicians with access to certain billing features. It is an "all or nothing" permission and clinicians should be able to see their client's billing information and ledgers without also having access to more administrative reports, such as payroll.
